Judy Ann Bailey

Judy Ann Shepherd Towles Bailey passed away in Bethany, Oklahoma on Saturday, May 2nd, 2026 in her sleep at the age of 78.

Judy was born in Caldwell, Kansas on May 28th, 1947 to Alice Rose Chambers Shepherd and Harold Ellsworth Shepherd. She spent many years growing up in both Blackwell and Ponca City, Oklahoma.

Judy met Owen B. Towles Jr. while working in his Uncle Chris’s Cafe. They had five children and many grandchildren. She spent her adult life working hard, being a mother, a wonderful cook, and fantastic waitress.

Judy is survived by her children: Doyle Shepherd of Phoenix, AZ; Chris O. Towles and wife Amanda of Yukon, OK; Joel G and Michelle Towles of Yukon, OK; and daughter June A. Delov of OKC, OK. Along with her older brother, JoDel Shepherd of Blackwell, OK and multiple nieces, nephews, grandchildren, and great grandchildren.

She was preceded in death by her father Harold Ellsworth Shepherd, Mother Alice Rose, her youngest daughter Ramona Lynn Towles, and grandson Matthew Pierce Overton.

Judy Bailey will be laid to rest on May 16th, 2026 at 1pm at Caldwell Cemetery, 1631 Sunflower Road, in Caldwell, KS.
